If you never use it (Which I even forgot to do through a playthrough), the Sunbeam will never show up. The activation of the Sunbeam event is through the communicator. People failed to realize, not only is it entirely possible to disable the gun before the Sunbeam arrives, it's not even that far from the main story path. Whether it is saved or destroyed by other means, it is a different path if you disable the gun first. It got a lot of hate and backlash, but the developers confirmed it would happen one way or another.
